2. Latvia

The government of Latvia Spends 5.3% on education as per census in 2015 of the gross domestic product. Even though the growth rate in the country has dropped by 1.31%, they have come up with a strategy. This will ensure the literacy rate will not be affected even with a low growth rate based on the statistics in 2019. However, Latvia possesses the second-highest adult literacy rate in the world.
